Every image must have a valid alt attribute.
Images which do not convey information should have alt="", empty
alt text.
Image links must have a non-empty alt attribute.
Each INPUT with type="image" must have alt-text specifying the
purpose of the button.
Image map AREA's must have alt text (later).
